Institute of Museum and Library Services Grants for Libraries and Museums

The Institute of Museum and Library Services (IMLS) welcomes proposals to support Libraries and Museums.

  • The Partnership for a Nation of Learners Community Collaboration Grants will accept proposals to build and strengthen working relationships among libraries, museums, and public broadcasting licensees that enhance their roles within their communities. Eligible projects will include collaborations between a public broadcasting licensee (radio or television) and a museum or library, or among all three types of organizations. Deadline: Mar. 1, 2006.   • National Leadership Grants for Museums and Libraries enable libraries and museums to help all individuals attain the knowledge, skills, attitudes, behaviors, and resources that enhance their engagement in community, work, family, and society. Deadline: Feb. 1, 2006. WEB.
  • The Museum Assessment Program will accept applications to help museums assess their strengths and weaknesses and plan for the future. The program provides technical assistance for four assessments: collections management, governance, institutional, and public dimension. Assessments are funded on a first-come, first-served basis. Deadline: Feb. 15, 2006. WEB.
  • The Conservation Assessment Program will accept applications to provide eligible museums with an overall general conservation assessment on a first-come, first-served basis. Botanical gardens and arboreta may use the grant to assess the conservation needs of both their living and nonliving collections. For museums located in historic structures, the grant supports a two-day site visit by a preservation architect or an architectural conservator and up to three days to write the report. Deadline: Dec. 1. WEB.
  • The Librarians for the 21st Century program accepts proposals aimed at recruiting and educating the next generation of librarians and the faculty who will prepare them for careers in library science. The program also supports grants for research related to library education and library staffing needs, curriculum development, and continuing education and training. Deadline: Dec. 15. WEB.

Community Development

Request for Applications to Establish and Operate the National Domestic Violence Hotline

The Administration for Children and Families (ACF) announces a Request for Applications to Establish and Operate the National Domestic Violence Hotline. ACF will award one grant on a competitive basis to operate a national, toll-free telephone hotline to provide information and assistance to victims of domestic violence. The average projected award amount is $3,000,000/yr for 5 years. Deadline: Aug. 22.

Corporation for National and Community Service 2005 Challenge Grants to Engage Baby Boomers

The Corporation for National and Community Service (CNCS) announces the availability of approximately $4,000,000 in fiscal year 2005 funds to award Challenge Grants to eligible non-profit organizations. The purpose of the 2005 Challenge Grant competition is to leverage Baby Boomer [those born between 1946 and 1964] volunteers to assist non-profits in community service: Applicants must propose strategies that engage Baby Boomers in full-time, part-time, or episodic service designed to meet community needs. Applicants must provide at least two dollars in private funding for every federal dollar. The proposed program must operate in a minimum of three states. Deadline: Aug. 23.

HUD Community Development Programs: Youthbuild Competition Reopened

The Department of Housing and Urban Development (HUD) invites proposals to the Youthbuild program. Youthbuild provides funding to public and private non-profit organizations, (community-based organizations, community action agencies, state or local housing agencies, community development corporations, and any other entity including States, and units of general local government) eligible to provide education and employment training. Youths who participate in Youthbuild receive a combination of classroom academic and job skills development and on-site training in a construction trade. Deadline: Aug. 25.

Universal Design Leadership Project

The National Endowment for the Arts is requesting proposals leading to one award of a cooperative agreement for a project with the goal of creating greater public awareness of and demand for universal designed environments. The successful proposal should include educational efforts targeted to designers, consumers, and decision makers, and involve collaboration with the targeted audiences, as well as the use of innovative strategies to bring the benefits of universal design into the mainstream. Deadline: Sep. 12.

National Sheep Industry Improvement Center: Inviting Grant Proposals for the Sheep and Goat Industry Grant Initiative

Alcohol Education Project Grants

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) seeks applications for Alcohol Education Project Grants. The NIAAA supports research programs to advance understanding of the biological and behavioral processes involved in the development, expression, and consequences of alcoholism and other alcohol-related problems. The Institute also supports prevention, treatment, and health services research on alcohol abuse and alcoholism. This program announcement also identifies health education activities that NIAAA will consider for award through Education Project Grants (R25). Deadlines: Oct. 1, Feb. 1, June 1.

Microbial Observatories and Microbial Interactions and Processes

The National Science Foundation (NSF) invites applications for the Microbial Observatories (MO) and Microbial Interactions and Processes (MIP) program. The program supports research to discover and characterize novel microorganisms, microbial consortia, communities, activities and other novel properties, and to study their roles in diverse environments. The long-term goal of the MO activity is to develop a network of sites or "microbial observatories" in different habitats to study and understand microbial diversity over time and across environmental gradients. Beginning with the Oct. 2005 target date, the Cooperative State Research, Education and Extension Service of the US Department of Agriculture (USDA/CSREES) will partner with NSF to support MO projects relevant to agroecosystems. MIP expands the range of the MO competition to support microbial diversity research projects that need not be site-based, and that are smaller and/or shorter in duration than MO projects. This expanded activity will fund integrative studies that explore novel microorganisms, their interactions in consortia and communities, and aspects of their physiology, biochemistry and genomics in relationship to the processes that they carry out in the environment. Deadlines: Oct. 27 (annual).

NSF Publishes Minor Amendments to Rule on Inventions and Patents Resulting From Grants, Cooperative Agreements, and Contracts

The National Science Foundation has published a final rule to amend the NSF Patents regulation. The amended rule requires NSF awardees to use the Edison Invention Information Management System maintained by the National Institutes of Health to handle NSF-assisted inventions. This is consistent with the Foundation's requirement that all proposals seeking NSF financial assistance and all reports on NSF-assisted projects be submitted electronically. These changes are effective Jul. 29, 2005.

Achievement of Excellence in Science, Technology, Engineering, and Mathematics (STEM) Diversity Outreach and Education Grant -- Change of Selection Date

The National Aeronautics and Space Administration (NASA) has announced that due to the number of proposals received for the Achievement of Excellence in Science, Technology, Engineering, and Mathematics (STEM) Diversity Outreach and Education Grant program, the date for selection has been extended. The announcement of selection for award date will be Sep. 1, 2005.

Meeting Announcement -- September SCAW Advanced IACUC Workshop in North Carolina

The National Institutes of Health (NIH) Office of Laboratory Animal Welfare will join the Scientists Center for Animal Welfare, the USDA Office of Animal Care, APHIS, and GlaxoSmithKline in presenting an Advanced Training Course for Members of Institutional Animal Care and Use Committees on Sep. 19, 2005. PEPFAR Annual Program Statement for Haiti

The US Agency for International Development - Haiti has published the President's Emergency plan for AIDS Relief (PEPFAR) for Haiti. This Annual Program Statement (APS) solicits applications from prospective partners and organizations for selected programs to complement US government-Haiti managed components supporting the PEPFAR initiative. Requested application areas include HIV prevention, palliative care, and care of orphans and vulnerable children. Non-government organizations that have demonstrated technical skills, experience and the necessary management competence to plan and efficiently execute OVC programs using mutually agreed, international standard of accountability are eligible to respond to this solicitation. Eligible organizations could include for example, foundations, faith-based organizations, private organization affiliated with public academic institutions, Haitian and international non-governmental organizations, private companies, professional associations, and consortia of any of these groups. Deadline: Aug. 17.

BWF Investigators in Pathogenesis of Infectious Disease

The Burroughs Wellcome Fund invites Duke University to submit nominations for its Investigators in Pathogenesis of Infectious Disease Program. The goal of the program is to provide new opportunities for accomplished investigators still early in their careers to study pathogenesis, with a focus on the intersection of human and pathogen biology. Taking advantage of recent developments in genomics, immunology, and other areas, this program provides an opportunity to bring aggressive, multidisciplinary approaches to investigating infectious diseases. NIH Program on the Development of Medical Countermeasures to Chemical Threats: Request for Information

The National Institutes of Health (NIH) has issued a request for information for the Program on the Development of Medical Countermeasures to Chemical Threats: The primary objective of the program will be to develop medical countermeasures against chemical threat agents. The civilian chemical threat spectrum includes chemical warfare agents, toxic industrial chemicals, plant/animal toxins and other chemicals. Deadlines: Sep. 15.

Aetna Quality of Care Grants

Aetna and the Aetna Foundation welcome proposals for their national Quality of Care Grants Program. Grant requests ranging from $50,000-$300,000 over 1-3 years will be considered.

  • Proposals submitted in the End-of-Life Care category should address training and education for health care professionals to enhance communication and care at the end of life, support services and resources for caregivers to help them deal more effectively with these complex and emotionally charged issues, and Initiatives to reduce barriers and increase use of palliative and home care services for patients at the end of life.
  • Proposals submitted in the Depression category should address screening and outreach efforts to enhance early identification, diagnosis and treatment of depression, public education and awareness programs to enhance understanding and treatment of depression, and reduce the stigma associated with mental illness, and training and education that enhances health care professionals' ability to communicate and deliver culturally sensitive mental health care and services.

NIDDK Mentored Research Scientist Development Award (K23)

The National Institutes of Health (NIH) welcomes applications to the Mentored Patient-Oriented Research Career Development Award program (K23). The purpose of the program is to support the career development of investigators who have made a commitment to focus their research endeavors on patient-oriented research. This mechanism provides support for 3-5 years of supervised study and research for clinically trained professionals who have the potential to develop into productive, clinical investigators focusing on patient-oriented research. Candidates for this award must have a health-professional doctoral degree or its equivalent, such as the M.D., D.O., D.D.S., D.M.D., O.D., D.C., Pharm.D., N.D. (Doctor of Naturopathy), as well as a doctoral degree in nursing research or practice. Candidates with Ph.D. degrees are eligible for this award if the degree is in a clinical field and they usually perform clinical duties. This may include clinical psychologists, clinical geneticists, social workers, speech and language pathologists, audiologists, and rehabilitationists. Deadlines: Nov. 1, Mar. 1, 2006, Jul. 1, 2006.

Biobehavioral Methods to Improve Outcomes Research

The National Institutes of Health (NIH) welcomes proposals for the Biobehavioral Methods to Improve Outcomes Research initiative. This initiative is designed to foster biobehavioral research and develop innovative research designs, methods of measurement, and data analysis techniques. Designs and methods that examine the impact of biologic and behavioral variables on individuals' health outcomes and quality of life are encouraged. Scientists are encouraged to increase the interface of biobehavioral research and clinical practice in existing core and exploratory centers and training programs by sharing findings and designing collaborative research projects. Ideally, interdisciplinary researchers should overcome differences in perspectives, incentives, and methods by going beyond usual collaborations to engage others to solve problems creatively and efficiently. Developing Centers for Innovation in Services and Intervention Research

The National Institutes of Health (NIH) seeks proposals for Developing Centers for Innovation in Services and Intervention Research. The goal of this program is to establish support for groups of researchers to develop intervention and services research studies that will directly address the missions of the National Institute of Mental Health (NIMH) and the National Institute of Alcohol Abuse and Alcoholism (NIAAA), and to prepare these research groups to develop advanced centers. The intervention and services research requires the creation and adoption of novel methodological and organizational approaches, the use of behavioral, social, economic, and/or political theories to transport interventions into community settings, the creation of sustainable community partnerships, and the creation of sustainable multidisciplinary research teams that can work cooperatively and creatively to find new ways to provide appropriate mental health care Deadlines: Oct. 1 (letter of intent), Nov. 1 (application).

Small Grants Program for Cancer Epidemiology

The National Cancer Institute (NCI) seeks research grant applications for the Small Grants Program for Cancer Epidemiology. The program focuses on etiologic cancer research and provides support for pilot projects, testing of new techniques, secondary analyses of existing data, and development of innovative projects that could provide a basis for more extended research. The total budget may not exceed $100,000 in direct costs for the entire project. The direct costs in any one year must not exceed $50,000. The total project period may not exceed 2 years. Human Pancreatic Islet Cell Resources

The National Institutes of Health (NIH) seeks proposals to continue the Human Pancreatic Islet Cell Resource Center (ICR) program. These centers would be responsible for the procurement of whole pancreata, isolation and quality control of islet cell preparations, and distribution of islets for both approved laboratory research and clinical protocols. They would also perform research and development to improve isolation techniques, cellular viability and function, and shipping procedures; develop and implement methods that standardize assessment of islet mass, composition, quality, viability and other characteristics that are predictive of successful transplantation and clinical efficacy throughout the Nation. Up to $8 million per year are available to fund the program. Deadline: Jan. 6, 2006 (application).

USDA International Science and Education Competitive Grants Program

The Department of Agriculture (USDA) accepts applications for the International Science and Education Competitive Grants Program. The ISE supports research, extension, and teaching activities that will enhance the capabilities of American colleges and universities to conduct international collaborative research, extension and teaching. ISE projects are expected to enhance the international content of curricula; ensure that faculty work beyond the US and bring lessons learned back home; promote international research partnerships; enhance the use and application of foreign technologies in the US; and strengthen the role that colleges and universities play in maintaining US competitiveness. Deadline: Sep. 15.

CISE Computing Research Infrastructure

The National Science Foundation seeks proposals for the CISE Computing Research Infrastructure program. The program supports the acquisition, development, enhancement, and operation of research infrastructure that enables discovery, learning, and innovation in all computing fields supported by CISE. The CRI program will make three kinds of awards: Infrastructure Acquisition -- These awards have budgets from $100,000 to $2,000,000. Community Resource Development -- These awards have budgets from $300,000 to $2,000,000. Planning -- These awards facilitate the preparation of a proposal for a medium or large infrastructure acquisition grant. Deadlines: Aug. 2 (letter of intent required for large proposals only (over $800,000), fourth Monday in July annually), Aug. 22 (full proposal - fourth Monday in August annually).

NSF Broadening Participation in Computing Grants

The National Science Foundation invites applications for the Broadening Participation in Computing (BPC) program. The program aims to significantly increase the number of students who are US citizens and permanent residents receiving post secondary degrees in the computing disciplines. Initially, its emphasis will be on students from communities with longstanding under representation in computing: women, persons with disabilities, and minorities. The program seeks to engage the computing community in developing and implementing innovative methods to improve recruitment and retention of these students at the undergraduate and graduate levels. Because the lack of role models in the professoriate can be a barrier to participation, the program also aims to develop effective strategies for identifying and supporting members of the targeted groups who want to pursue academic careers in computing. There are three components to the program: Broad Alliances of institutions and organizations will design and carry out comprehensive programs that address under representation in the computing disciplines. Demonstration Projects typically will be pilots of programs that, once fully developed, could be incorporated into the activities of an Alliance. Supplements to existing CISE grants will be made in order to engage more members of the computing research community in significant BPC efforts. Deadlines: Aug. 3, Dec. 7 (letters of intent, required for BPC supplement only); Apr. 5, 2006 (BPC Alliance and Demonstration Projects proposals only).

Request for White Papers -- Joint Operational Effects Federation (JOEF) Operational Prototype - Increment I

The Department of the Navy has issued a Broad Agency Announcement for the Joint Operational Effects Federation (JOEF) Operational Prototype - Increment I program. JOEF is one of the Battle Management projects within the Joint Chemical, Biological, Radiological and Nuclear (CBRN) Defense Program. JOEF is a modeling and simulation tool required to determine the effects and assess the impact and risks associated with CBRN hazards, as well as Toxic Industrial Materials (TIM), on military operations and personnel. This system requirement supports a non-real time, advance planning and analysis capability, as well as a near real time dynamic staff action support tool capability. The program seeks proposals for development of an integrated software application capable of providing deliberate and crisis planning support of the development of CBRND operational plans and near real time decision aids in a combat environment. Technical white papers are requested. Deadline: Aug. 11.

Source Sought for Programmable Objective Encryption Technologies

The Department of the Army's Space and Terrestrial Communications Directorate plans to issue a solicitation for the design and development of a Type 1, NSA certifiable, high speed embeddable cryptographic chipset or module that will be used in future Tri- Services multi-band, multi-mode, high capacity communications terminals. The solicitation is planned to be released to industry in the Nov. 2005 with proposals due within approximately 3 weeks. Deadline: Aug. 12.

Instrumentation for Materials Research

The National Science Foundation seeks applications for Instrumentation for Material Research (IMR). The IMR program supports the acquisition and/or development of research instruments that will provide new capability and/or advance current capability to: discover fundamental phenomena in materials; synthesize, process, and/or characterize the composition, structure, properties, and performance of materials; and improve the quality, expand the scope, and foster and enable the integration of research and education in research-intensive environments. Because Duke University may submit at most one IMR-MIP proposal in a given year, there is an internal submission and review process prior to the NSF application deadline. Sounder Research Team and Data Impact and Modeling Teams -- Presolicitation Notice

The National Aeronautics and Space Administration (NASA) plans to issue a draft RFP for the Sounder Research Team (SRT) and Data Impact and Modeling Teams (DMT). The goals of SRT and DMT include the use of past, current, and advanced atmospheric sounding data for climate studies; assimilation of atmospheric sounding data and data from other current and future satellite instruments to improve numerical weather prediction and study atmospheric processes; and development of state of the art high spatial resolution general circulation models to improve numerical weather prediction, including hurricane track prediction. The anticipated release date of the draft RFP is on or about Jul. 29, 2005. Any questions or comments in response to the draft RFP are due within 15 days. The anticipated release date of the final RFP is mid to late Aug. 2005, with proposals due approximately 30 days later.

NSF Atomic, Molecular, and Optical Physics Grants

The National Science Foundation welcomes applications for the Atomic Molecular and Optical Physics program. The program encompasses four sub-areas of this broad discipline: Precision Measurements, Atomic and Molecular Dynamics, Atomic and Molecular Structure, and Optical Physics. Research supported in the first three sub-areas includes activities in quantum control, cooling and trapping of atoms and ions, low-temperature collision dynamics, the collective behavior of atoms in weakly interacting gases (Bose-Einstein Condensates and dilute Fermi degenerate systems), precision measurements of fundamental constants, and the effects of electron correlation on structure and dynamics. In Optical Physics, support is provided in areas such as nonlinear response of isolated atoms to intense, ultra-short electromagnetic fields, the atom-cavity interaction at high fields, and quantum properties of the electromagnetic field. Deadline: Sep. 28 (Last Wednesday in September, annually).

National Spherical Torus Experiment -- Innovative Fusion Energy Science Research

The Department of Energy's Office of Fusion Energy Sciences (OFES) is interested in receiving applications for collaborative research involving innovative diagnostics on the National Spherical Torus Experiment (NSTX) at Princeton Plasma Physics Laboratory. The NSTX program addresses two of the long term goals of OFES: Configuration Optimization and developing a Predictive Capability for Burning Plasmas. Collaborative research involving innovative diagnostics must support the NSTX program goals by making important measurements related to plasma profile evolution, plasma control and stability, plasma turbulence and transport, or edge plasma characteristics. Applicants must discuss their proposed research with the NSTX National Research Program Leaders and must include a Record of Discussion indicating the benefits of their proposed research to the planned NSTX research program. Deadline: Oct. 12.

Industrial Assessment Center Program

The Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy plans to post a Funding Opportunity Announcement for Industrial Assessment Centers (IAC) on Oct. 10, 2005. The goals of the IAC Program are to: provide engineering students with practical experience and training in energy engineering and help small- and medium-sized manufacturers (those with energy costs between $100,000 and $2.5 million per year) identify opportunities to improve energy efficiency. Teams of engineering faculty and students from the Centers conduct assessments and provide training to help regional manufacturers operate more efficiently and improve competitiveness. Eligibility is restricted to a college or school of engineering located in the US which has at least one of its four-year undergraduate programs accredited by the Engineering Accreditation Commission or the Technology Accreditation Commission of the Accreditation Board for Engineering and Technology. Deadline: Jan. 17, 2006.

Naval Supply Systems Command has issued Broad Agency Announcement N0024405X0001 for Research and Development Pertaining to Edge Organizations in the Context of Network-Centric Operations This is a BAA for research and development to support: investigations into Edge or networked organizations, their formation and operation; development and testing of the theory and practice of the command and control of such organizations; and analysis of the necessary and sufficient conditions for their success.
