The cooperative agreement resulting from this solicitation will facilitate the planning, organization, and implementation of a national peer session for folk arts coordinators in conjunction with the annual National Assembly of State Arts Agencies meeting to be held in September 2005 in Boise, Idaho. Your Town: Citizens Institute for Rural Design Grant Program The National Endowment for the Arts seeks applications for the Your Town: Citizens Institute for Rural Design program. The cooperative agreement resulting from this solicitation will support a multi-year leadership initiative of the National Endowment for the Arts that responds to the design needs of small towns and rural areas through a series of design workshops. This project will help rural Americans learn how to identify, protect, and enhance their main streets, built heritage, cultural landscapes, and open spaces. To achieve these goals, the Endowment seeks an organization with experience in a multidisciplinary approach to assist rural communities, in particular with design expertise in architecture and landscape issues as well as economic revitalization. 4-H Community Organizational Change in Youth in Governance Grants The National 4-H Council invites applications for Community Organizational Change in Youth in Governance Grants. The grant will fund pilots for three states to assess and address an aspect of organizational change related to youth in governance. Proposals must address some aspect of organizational change, but can be focused in any delivery mode or content area. For example, a state may focus on administrative processes (search committees, budget reviews, civil rights audits, etc.) and another may focus on program evaluation and the role of youth. Each selected program will receive $10,000.00 for implementation costs. Teams must include youth members; one adult must be the State 4-H Program Leader, or a 4-H staff person designated by the State Leader. Deadline: Jun. 10. Administration for Children and Families Basic Center Grant Program The Administration for Children and Families seeks applications for Basic Center grants. Basic Center programs provide an alternative to involving runaway and homeless youth in the law enforcement, child welfare, mental health, and juvenile justice systems. Discretionary Funds for Refugee Microenterprise Development Projects The Office of Refugee Resettlement (ORR) invites applications for Discretionary Funds for Refugee Microenterprise Development Projects. The ORR supports the field of microenterprise development with discretionary grants to various State governments, community economic development agencies, community action and other human service agencies, local mutual assistance associations, and voluntary agencies. Organizations with successful programs have typically been those with a long-term commitment to microenterprise, particularly access to lending, and to its adaptation to the refugee experience. ADVANCE: Increasing the Participation and Advancement of Women in Academic Science and Engineering Careers The National Science Foundation invites applications for ADVANCE: Increasing the Participation and Advancement of Women in Academic Science and Engineering Career. The program goal is to increase the representation and advancement of women in academic science and engineering careers, thereby contributing to the development of a more diverse science and engineering workforce. Creative strategies to realize this goal are sought from men and women. Members of underrepresented minority groups and individuals with disabilities are especially encouraged to apply. NAFSA Collaborative Training Grants The Association of International Educators (NAFSA) has announced a new US Department of State-funded grant program, the NAFSA Collaborative Training Grants (CTG). The program provides funds for the development and implementation of innovative international education training activities and products. The program is designed to represent the collaborative efforts of NAFSA, U.S. institutions of higher learning, and international education-related organizations interested in training international educators, faculty, staff, community members, and volunteers who work with international and/or U.S. study abroad students. The CTG Program seeks to fund projects that will help US institutions of higher education and international education-related nonprofit organizations provide training for international educators, faculty, staff, volunteers, and community members who work with international and/or US study abroad students. NIGMS Predoctoral Research Training in Biostatistics The National Institute of General Medical Sciences (NIGMS) accepts applications to the Predoctoral Institutional Training Grant Program in Biostatistics. The program provides support for predoctoral training in biostatistical theory and evolving methodologies related to basic biomedical research, including, but not limited to, bioinformatics, genetics, molecular biology, cellular processes, and physiology, as well as epidemiological, clinical and behavioral studies. The goal is to ensure that a workforce of biostatisticians with a deep understanding of statistical theory and new methodologies is available to assume leadership roles related to the Nation's biomedical, clinical, and behavioral research needs. Conservation Technical Assistance Program The Department of Agriculture seeks applications for the Conservation Technical Assistance Program. The voluntary conservation program promotes agricultural production and resource enhancement as compatible goals. Applicants will be responsible for providing landowners, and NRCS, with a variety of technical assistance necessary to plan and implement conservation practices dealing with natural resource issues. Funds available for the current fiscal year are approximately $75,000 for the Butte Valley and Tulelake sub-basins located in Eastern Siskiyou and Western Modoc Counties, California. This action announces the availability of Clean Water Act funds for conducting or promoting the coordination and acceleration of research, investigations, experiments, surveys and studies relating to the cause, effects, extent, prevention and elimination of nutrient related pollution. Smart Growth Leadership Summit Request for Initial Proposals The Environmental Protection Agency (EPA) is seeking applicants for the Smart Growth Leadership Summit Request for Initial Proposals. The successful organization will develop and convene a prominent annual summit for key public officials and civic or private sector leaders who are noted pioneers in implementing the principles of smart growth. The EPA expects to award one assistance agreement under this solicitation. Flat Moon - Archaeological Inventory Survey The Department of Agriculture seeks applications for the Flat Moon - Archaeological Inventory Survey. Notice of Extended Receipt Date, Conference Call and Additional Application Instructions for RFA-OH-05-006 - Centers for Excellence to Promote a Healthier Workforce (NOT-OH-05-002) The Centers for Disease Control and Prevention has issued NOT-OH-05-002 to extend the receipt date of RFA-OH-05-006, Centers for Excellence to Promote a Healthier Workforce. Meeting Announcement: Enhancing the Discipline of Clinical and Translational Research The National Center for Research Resources (NCRR) will host a meeting, Enhancing the Discipline of Clinical and Translational Research, on May 23, in Arlington, VA. The meeting will allow participants to learn about the new opportunities that are being considered by NIH, and solicit suggestions as to how NIH can foster the clinical and translational sciences into a new academic discipline; promote the training and career pathways of clinical and translational investigators; allow for the more comprehensive integration and expansion of resources for clinical and translational research; and also improve inter-institutional collaborations. The NCRR is working toward improving the clinical research enterprise by establishing an integrated infrastructure that will better serve the evolving field of scientific discovery. NCRR seeks participation of the clinical and translational research community in an effort to accelerate and strengthen the clinical and translational research process. Interested parties may submit written comments prior to the meeting to the NCRR Division for Clinical Research Resources or by e-mail to Robert.Star@nih.gov. Clinical Nutrition Research Unit Core Centers The National Institute of Diabetes and Digestive and Kidney Diseases invites applications for Clinical Nutrition Research Unit Core Centers. The objective of the Clinical Nutrition Research Units is to bring together basic science and clinical investigators from relevant disciplines to enhance and extend the effectiveness of research related to nutritional sciences, obesity, and related disorders, with clinical and/or translational applications in these areas. Design and Analysis of Genome-wide Association Studies The National Institutes of Health (NIH) solicits applications for Design and Analysis of Genome-wide Association Studies. The purpose of this Request for Applications is to develop and test innovative, informative, and cost-effective study designs and analytical strategies to perform genome-wide association studies on diseases such as those affecting the heart, lung, blood, and sleep. The NHLBI intends to commit total costs of $1,800,000 in Fiscal Year 2006 and $5.4 million over three years to fund 5-6 new grants. The NIEHS intends to commit total costs of $500,000 in Fiscal Year 2006 and $1.5 million over three years to fund 1-2 new grants. The NIGMS intends to commit total costs of $300,000 in Fiscal Year 2006 and $0.9 million over three years to fund one new grant. Role of Neuronal/Glial Cell Interactions in Orofacial Pain Disorders The National Institutes of Health solicits proposals for the Role of Neuronal/Glial Cell Interactions in Orofacial Pain Disorders research program. The objective of this RFA is to encourage new, multidisciplinary, basic research approaches to the study of pain disorders that encompass the interactions of neuronal and glial cells critical in initiating and maintaining chronic pain. These approaches will utilize new and existing experimental pain models to identify molecules, intracellular pathways, and intercellular networks in both neurons and glial cells that influence chronic pain states. Grants funded through this RFA also will delineate how activated glial cells influence neurons and reciprocally, how neurons influence glial cell function in chronic pain conditions. In addition key molecules in neurons and glial cells that are likely to be targets for new therapeutic approaches to chronic pain disorders will be identified. Enhancing Carbohydrate Quality in Diabetes Management The National Institute for Child Health and Human Development (NICHD) will consider proposals for a pilot study to test the effect of exposure to an innovative program of camp and clinic-based behavioral interventions, on dietary glycemic index and glycemic control in early and middle adolescents with type 1 and 2 diabetes. This program will fund collaborative research projects, involving investigators in developed and developing countries, focusing on brain disorders throughout life relevant to developing nations. Deep Sequencing and Haplotype Profiling of Mental Disorders The Department of Health & Human Services solicits proposals for Deep Sequencing and Haplotype Profiling of Mental Disorders. A special emphasis of this initiative is to support applications that implement large-scale studies and innovative analytical designs that will disaggregate a given mental disorder into components of finite risks. These developments may be evolutionary or may be fundamentally new and may lead to paradigm shifts in the field. Applications written in response to this PA may propose new technologies for cost effective whole genome analysis and in-depth sequencing and analysis of candidate genes and genomic regions in pedigrees or in a sample of unrelated cases with mental disorders. Proposals for large-scale haplotype analysis and the development of new analytical methods also are encouraged. Projects funded under this program will focus on phenotypically well-characterized samples from the NIMH Human Genetics Initiative (http://nimhgenetics.org/) but may also use existing sample collections not included in the repository and study one of seven mental disorders: anorexia nervosa, attention deficit hyperactivity disorder, autism and related autism spectrum disorders, depression, bipolar disorder, obsessive compulsive disorder and schizophrenia. Treatment-Emergent Adverse Effects of Psychotropic Medication The Department of Health & Human Services solicits proposals for Treatment-Emergent Adverse Effects of Psychotropic Medication. This program announcement invites investigator-initiated research grant applications for studies examining the adverse effects of psychopharmacological medications across the lifespan (including pediatric, adult and geriatric populations). Applications responsive to this PA should focus on clinical models of the pathophysiology of psychotropic medication adverse effects; genomic, proteonomic or clinical-epidemiological approaches to the identification of high risk populations; the creation of theory-based psychosocial treatments to modify behavioral risk factors for adverse effects such as weight gain; and the development and testing of novel pharmacological approaches to the prevention or mitigation of treatment-emergent side effects. Shared Neurobiology of Fragile X Syndrome and Autism The National Institutes of Health have entered into a public-private partnership with the Canadian Institutes of Health Research, the Health Research Board, Ireland, Cure Autism Now, the National Alliance for Autism Research, Autism Speaks, and the FRAXA Research Foundation to jointly sponsor this program announcement. Africa Workforce Development Grants The Bureau of Educational and Cultural Affairs announces an open competition for grants to support exchanges and training programs promoting Africa Workforce Development. The program will fund proposals to develop and implement exchanges and training programs involving participants from Sub-Saharan Africa, including training conducted in Sub-Saharan Africa. The US organizations should provide evidence of a current expertise in Sub-Saharan Africa, or experience working in Sub-Saharan Africa, and work in conjunction with Sub-Saharan African NGO partners. Abe Fellowship in International Multidisciplinary Research The Social Science Research Council and the Japan Foundation Center for Global Partnership offer the Abe Fellowship to encourage international multidisciplinary research on topics of pressing global concern. The objectives of the program are to foster high-quality research in the social sciences and the humanities; to build new collaborative networks of researchers around three thematic foci (global issues, problems common to industrial and industrializing societies, and issues that pertain to US-Japan relations); to bring new data and data resources to the attention of those researchers; and to obtain from them a commitment to a comparative or transnational line of inquiry. The program provides three to twelve months of full-time support over a 24-month period. Fellowship tenure may begin between April 1 and December 31 of a given year and need not be continuous, although it must be concluded within 24 months of initial activation of the fellowship. Projects whose sole aim is travel, cultural exchange, and/or language training will not be considered. However, funds for language tutoring or refresher courses in the service of research goals will be included in the award if the proposal includes explicit justification for such activities. American-Scandinavian Foundation Visiting Lectureships The American-Scandinavian Foundation (ASF) invites US colleges and universities to apply for funding to host a Visiting Lecturer from Norway or Sweden. The awards are for appointments of one semester, and should fall within the 2006-2007 academic year. This award is appropriate not just for Scandinavian studies departments, but for any department or interdisciplinary program with an interest in incorporating a Scandinavian focuses into its course offerings. CDC Centers of Excellence in Health Marketing and Health Communication Grants The Centers for Disease Control and Prevention (CDC) announce the availability of fiscal year (FY) 2005 funds for Centers of Excellence in Health Marketing and Health Communication grants. The goal of the initiative is to develop interdisciplinary approaches to motivate the public and health professional to access, use and act upon new knowledge to improve health. NSF Faculty Early Career Development (CAREER) Program Grants The National Science Foundation invites applications for the Faculty Early Career Development (CAREER) program, which offers NSF's most prestigious awards for new faculty. The CAREER program recognizes and supports the early career development activities of those faculty members who are most likely to become the academic leaders of the 21st century. The intent of the program is to provide stable support at a sufficient level and duration to enable awardees to develop careers as outstanding teacher-scholars in the context of the mission of their organizations. Each year NSF selects nominees for Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious new CAREER awardees. The PECASE program recognizes outstanding scientists and engineers who, early in their careers, show exceptional potential for leadership at the frontiers of knowledge. The overarching long-term NASA Energy and Water Cycle Study grand challenge can be summarized as documenting and enabling improved, observationally-based, predictions of water and energy cycle consequences of Earth system variability and change. Physical Sciences & Engineering Food Biological Agent Detection Sensor Program The Homeland Security Advanced Research Projects Agency (HSARPA) intends to initiate the Food Biological Agent Detection Sensor (FBADS) Program. The FBADS program seeks to develop, test, and transition cost-effective detection methods for use on the food system, with a focus on liquid substrates. Specifically, HSARPA is looking for portable or laboratory-based detection methods that can be used at food manufacturing facilities, or before the food enters a processing or production facility. William T. Grant Scholars Program The William T. Grant Foundation is again soliciting nominations from institutions for its Scholars Program. This program annually provides four to six awards of $300,000 each ($60,000 per year for five years) to early career investigators from diverse disciplines conducting research related to youth. This research should deepen and broaden the knowledge base in areas that contribute to creating a society that values young people (ages 8-25) and helps them live up to their potential. Priority research areas are: youth development; improving programs, policies, and institutions affecting young people; and adults' use of evidece and their views of youth.
