Woody Guthrie Fellowship Program

The BMI Foundation and the Woody Guthrie Archives (WGA) have announced the establishment of the Woody Guthrie Fellowship Program. The program will award two research fellowships, with a value of up to $2,500 each, to fund travel and living expenses for scholars to use the extensive holdings available at the WGA in New York City. Applications are invited from scholars who are pursuing research topics or themes related to Woody Guthrie that explore his creative work and contribution to American music and culture. Deadline: May 31.

Jim Henson Foundation Puppet Theater Grants

The Jim Henson Foundation awards Puppet Theater Grants for the creation and development of innovative works of puppet theater. Project grants of $5,000 are awarded for the development of new works, and seed grants of $2,000 are made for pieces in the earliest stages of creation. While the foundation's primary focus is contemporary puppet theater for adult audiences, the organization also encourages applications for new works for families and children. Deadline: Jun. 1.

Fund for Jewish Cultural Preservation Grants

The National Foundation for Jewish Culture invites proposals for Jewish Cultural Preservation Grants for projects that preserve and make available Jewish material culture, specifically materials of historical significance and value to the preservation of the Jewish heritage (books, archives, periodicals, manuscripts, ritual objects, art and artifacts, photographs, recordings, films, and other materials). In 2006, FJCP only will accept proposals from current members of the Council of Archives and Research Libraries in Jewish Studies whose membership is in good standing. Deadline: Jul. 14.

Community Development

Compassion Capital Fund - Targeted Capacity Building Program Grants

The Department of Health and Human Services' Administration for Children and Families seeks proposals for Compassion Capital Fund - Targeted Capacity Building Program Grants. The program seeks to build the capacity of grassroots faith-based and community organizations that address the needs of distressed communities. These organizations must use the funds to build capacity in these areas: leadership development, organizational development, programs/services, funding, and community engagement. Deadline: May 31.

4-H Community ATV Safety Program Grants

The National 4-H Council invites applications for the 4-H Community ATV Safety Program Grants. The program provides community action grants of $7,500 to create or enhance local or state ATV safety projects which provide opportunities for young people and adults to take action on the issue of ATV safety to influence the behavior of people throughout a community. A 50% match of the grant request in cash and/or in-kind contributions is required. Deadline: Jun. 3.

Next Generation Grants FY 2005

The Corporation for National and Community Service announces the availability of approximately $1,488,000 for Next Generation Grants. The purpose of these grants is to foster the next generation of national service organizations by providing seed money to organizations proposing new projects or programs that have the potential to become national in scope. These grants will fund innovative strategies that effectively engage adults age 50+ in part-time and full-time service opportunities; and improve the lives of disadvantaged youth through service and mentoring. Deadline: Jun. 7.

2005 Join Hands Day Excellence Awards for Community Volunteering Projects

As part of Join Hands Day (May 7), a day of community service volunteering designed to build relationships and increase respect between generations, program organizers offer Excellence Awards for outstanding projects. Twenty awardees are selected from Join Hands Day volunteer projects. Each award-winning project receives $1,000 and an engraved glass award. To be considered for the awards, project organizers must register their project with Join Hands Day. Deadline: Jun. 7.

Compassion Capital Fund (CCF) Demonstration Program Grants

The Department of Health and Human Services' Administration for Children and Families (ACF) invites applications for new Compassion Capital Fund Demonstration Program Grants. ACF will award funds to experienced organizations to deliver capacity-building services to faith-based and community organizations through the provision of training, technical assistance, and sub-awards. Intermediary organizations will assist faith-based and community organizations with capacity-building activities in leadership development, organizational development, programs and services, funding, and community engagement. Deadline: Jun. 13.

Common Counsel Environmental and Social Justice Project Grants

The Common Counsel Foundation accepts funding proposals for Environmental and Social Justice Project Grants through its member fund, the Acorn Foundation. The Acorn Foundation supports small and innovative community-based projects which preserve and restore habitats supporting biological diversity and wildlife; advocate for environmental justice, particularly in low-income and indigenous communities; and prevent or remedy toxic pollution. The foundation makes grants in the $5,000 to $10,000 range to grassroots organizations. Deadline: Jun. 15.

Southern Region Sustainable Agriculture Research and Education (SARE) Program Grants

The United States Department of Agriculture (USDA) requests proposals for research projects funded through the Southern Region Sustainable Agriculture Research and Education (SARE) Program Grants.

  • The Sustainable Farm Mentor grant provides funds for Extension, NRCS and/or NGO organizations in the Southern Region to conduct a farmer/rancher on-farm mentoring activity. The successful applicant will create a mentoring education and training activity that would bring existing farmers/ranchers with an interest in making their operations more sustainable to a proven sustainable farm/ranch to learn the principles and practices that make that host farm or ranch sustainable. Deadline: Jul. 1.
  • The Professional Development Program requests preproposals for projects that provide or enable sustainable agriculture development training to Cooperative Extension Service agents; USDA field personnel from the Natural Resources Conservation Service, the Farm Services Agency, and other agencies; and other educators, including farmers who will themselves serve as trainers. Deadline: Jun. 1.
  • The Research and Education Program requests preproposals for research and education activities that address issues of sustainable agriculture of current and potential importance to the region and nation. Deadline: Jun. 1.

WHO (Women Helping Others) Foundation Grants

The WHO (Women Helping Others) Foundation accepts Grant proposals from grassroots charities serving the overlooked needs of women and children. Specific projects and programs addressing health, education, and social service needs are the foundation's priority. The foundation recognizes the value of new programs created to respond to changing needs and will consider funding projects of an original or pioneering nature within an existing organization. Deadline: Sep. 13.

Community-Based Job Training Grants

The Department of Labor's Employment and Training Administration announces the availability of approximately $125 million for Community-Based Job Training Grants. These grants are designed to build the capacity of community colleges to train workers to develop the skills required to succeed in local industries and occupations that are expected to experience high growth, and industries where demand for qualified workers is outstripping the supply. Individual awards (estimated) will range in amount from $500,000 to $2 million. A second solicitation is anticipated for Fall/Winter 2005. Deadline: Jul. 6.

Robinson Mini-Grants for K-12 Service-Learning Projects

The Constitutional Rights Foundation, with support from the Maurice R. Robinson Fund, accepts proposals for Robinson Mini-Grants of up to $500 for K-12 service-learning projects designed to address serious community issues such as poverty, hunger, the environment, mentoring children and youth, crime and safety issues, and aging. Elementary and secondary schools and community agencies that work with K-12 youth may apply. Every application must have an adult sponsor. Deadline: Oct. 14.

Surdna Foundation Arts Teachers Fellowship Program

The Surdna Foundation welcomes applications to its Arts Teachers Fellowship Program, a national initiative to support the artistic revitalization of outstanding arts teachers in specialized, public arts high schools. Through the program, fellows design individualized courses of study that provide both immersion in their own creative work and the opportunity to interact with other professional artists in their fields. Twenty awards of up to $5,000 each, with a complementary grant of $1,500 to the fellow's school to support post-fellowship activities, will be made. The award may be used to defray the costs of tuition and other fees, room and board, travel, purchase of materials and/or equipment for personal art-making, childcare, and other relevant expenses. Deadline: Nov. 18.

Verizon Foundation Partnership Grants

The Verizon Foundation, through its Partnership Grants, supports charitable and nonprofit agencies that focus on improving literacy levels (Verizon Reads), increasing computer skills and technology capacity (Verizon Connects), and putting communications to work to identify domestic violence solutions (Verizon Wireless HopeLine). Curriculum Development

Study of the US Institute on US National Security: US National Security Policymaking in a Post 9/11 World

The Department of State's Bureau of Educational and Cultural Affairs announces an open competition for public and private non-profit organizations to develop and implement the Study of the United States Institute on U.S. National Security: U.S. National Security Policymaking in a Post 9/11 World. This institute, for a multinational group of 18 experienced foreign university educators and other professionals, is intended to provide participants with a deeper understanding of US approaches to national security policymaking, past and present, in order to strengthen curricula and to improve the quality of teaching about the United States at universities and other institutions abroad. The institute should be designed as intensive, academically rigorous seminars for scholars and other professionals from outside the United States and should have a strong central theme and focus. It should also have a strong contemporary component. Deadline: Jun. 6.

Canadian Studies Programs Grants

The Government of Canada provides funding to encourage awareness about Canadian society, culture, and values through its Canadian Studies Programs Grants.

  • The Canadian Studies Program Enhancement Grant encourages scholarly inquiry and multidisciplinary professional academic activities that contribute to the development or expansion of a Canadian studies program. Innovative projects that promote awareness among students and the public about Canadian society, culture, and values as well as Canada-US bilateral relations and Canada's role in international affairs are particularly encouraged. Linkages with Canadian institutions, such as student and faculty exchanges or joint academic programs, are especially welcome. Deadline: Jun. 15.
  • The Conference Grant Program supports major conferences addressing important and timely issues about Canada, Canada/U.S., or Canada/North America. Linkage with a Canadian institution, while not required, is deemed desirable. Deadline: Jun. 15.
  • The Matching Grant Program may provide a matching grant to support Canadian studies programs and projects that have been funded by a major foundation or other funding institution. Partial funds may be provided for a specific project, e.g., the creation of a Canada/United States trade institute, or the establishment of a permanent Canadian studies professorship. The institution must estimate the longevity of the program or project after Canadian government support is exhausted. Deadline: Continuous.

Smart Growth Leadership Summit Request for Initial Proposals

The Environmental Protection Agency (EPA) seeks initial proposals to develop and convene a prominent annual Smart Growth Leadership Summit for key public officials and civic or private sector leaders who are noted pioneers in implementing the principles of smart growth. The EPA expects to award one cooperative agreement under this solicitation (~$20,000 is available for first year funding with a total agreement ceiling of $120,000). Deadline: Jun. 13.

National Clean Diesel Campaign Demonstration Assistance Agreements

The Environmental Protection Agency (EPA) invites applications for National Clean Diesel Campaign Demonstration Assistance Agreements. Correction to PAR-05-055: Jointly Sponsored Ruth L. Kirschstein National Research Service Award Institutional Predoctoral Training Program in the Neurosciences- NOT-MH-05-009

The National Institutes of Health (NIH) has issued NOT-MH-05-009 to correct the institutional allowance for predoctoral trainees listed in PAR-05-055. In the Allowable Costs description in Section II.2 of this PAR, Training-Related Expenses should be $2,200, rather than $2,750, per predoctoral trainee. The deadline remains the same. NASA Research Announcement: Research Opportunities in Space and Earth Sciences - 2005 -- Changes in Due Dates

The National Aeronautical and Science Administration (NASA) has issued Amendment 10 and Amendment 11 to Solicitation NNH05ZDA001N, Research Opportunities in Space and Earth Sciences - 2005.

  • Amendment 10 replaces the draft text for Appendix D.3: Applied Information Systems Research with the final text. It also extends the due dates for submissions to this program element. Mississippi River Basin Nutrients Science Workshop--Call for Abstracts

The Environmental Protection Agency Office of Water is hosting a Mississippi River Basin Nutrients Science Workshop to assess the state of the science regarding the fate and effect of nutrients (nitrogen and phosphorus) in large rivers in the Mississippi River Basin (including the Mississippi, Missouri, and Ohio Rivers as well as other major tributaries). This workshop will seek to identify the best and most expedient approaches to develop nutrient water quality standards to protect the Mississippi River Basin and the Gulf of Mexico. Implementation of Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research-NOT-OD-05-045

The National Institutes of Health (NIH) has issued NOT-OD-05-045 to provide a summary of its Public Access Policy and to furnish guidance to NIH investigators on the submission of manuscripts. The published announcements and additional relevant information, including Questions and Answers regarding copyright and other concerns, are available at the NIH Public Access Web site: http://www.nih.gov/about/publicaccess/.

The Public Access Policy becomes effective May 2, 2005. The Policy requests and strongly encourages all NIH-funded investigators to make their peer-reviewed author's final manuscripts available to other researchers and the public at the NIH National Library of Medicine's PubMed Central [see http://www.pubmedcentral.nih.gov] immediately after the final date of journal publication. At the time of submission, authors are given the option to release their manuscripts at a later time, up to 12 months after the official date of final publication. NIH expects that only in limited cases will authors deem it necessary to select the longest delay period. The Policy applies to all research grant and career development award mechanisms, cooperative agreements, contracts, Institutional and Individual Ruth L. Kirschstein National Research Service Awards, as well as NIH intramural research studies. The Policy applies to peer-reviewed, original research publications that have been supported in whole or in part with direct costs from NIH, but it does not apply to book chapters, editorials, reviews, or conference proceedings. NIH is requesting that authors submit publications resulting from currently-funded NIH research projects or previously-supported NIH research projects where manuscripts were accepted for publication on or after May 2, 2005. Publications resulting from non-NIH-supported research projects should not be submitted. Comments and suggestions about the submission process are welcomed and may be emailed to PublicAccess@nih.gov.

Academic Partners for Excellence in Environmental Public HealthTracking

The Centers for Disease Control and Prevention (CDC) seeks applications for Academic Partners for Excellence in Environmental Public Health Tracking. The purpose of the program is to provide expertise and support to the National Environmental Public Health Tracking Program (NEPHTP) in the development and utilization of the National Environmental Public Health Tracking Network (NEPHTN). The CDC is developing a National Environmental Public Health Tracking Network that integrates data about environmental hazards and exposures with data about diseases that are possibly linked to the environment. However, to develop this Network, methods for data collection, data linkage, and data analysis will need to be improved and evaluated. The program goal is to increase understanding of the relationship between environmental hazards, exposures and health effects, the methods required to collect, integrate, analyze, and interpret data, and effective techniques for dissemination of information to protect and improve health. Technology and Media Services for Individuals with Disabilities - Television Access

The Department of Education seeks applications for Technology and Media Services for Individuals with Disabilities - Television Access. The purpose of this program is to improve results for children with disabilities by promoting the development, demonstration, and use of technology, support educational media services activities designed to be of educational value in the classroom setting to children with disabilities, and provide support for captioning and video description that is appropriate for use in the classroom setting. 2005 Brain Trust Research Awards

The Brain Trust a research coalition formed by Accelerate Brain Cancer Cure (ABC2), the Alzheimer's Association, The Michael J. Fox Foundation for Parkinson's Research, and the Robert Packard Center for ALS Research at Johns Hopkins, currently solicits proposals for its 2005 Brain Trust Research Awards. The awards fund proposals with near-term potential that will have a significant, positive impact on treatment outcomes and disease management for patients with serious brain diseases. Funding preference is for technologies that can achieve selective targeting and/or delivery of therapeutic agents to specific regions or cells in the brain, including overcoming the limitations imposed by the blood-brain barrier, and can be applied in the clinic in the next 24 months. Mechanisms of Transmission and Dissemination of Transmissible Spongiform Encephalopathies (TSEs)

The National Institute of Neurological Disorders and Stroke encourages submission of investigator-initiated research grant applications to study Mechanisms of Transmission and Dissemination of Transmissible Spongiform Encephalopathies (TSEs). This PA is intended to expand research on how TSEs or prion diseases can spread within an affected population and how infectious prions are then distributed through the body and ultimately to the CNS. Tibet Professional, Educational and Cultural Exchange Program

The Department of State's Bureau of Educational and Cultural Affairs welcomes proposals in an open competition for Tibet Professional, Educational and Cultural Exchange Projects. The projects will focus on the themes of Tibetan cultural preservation and economic self-sufficiency. Funded proposals will train and assist Tibetans living in Tibetan communities in China by providing professional experience and exposure to American life and culture through internships, workshops and other learning and sharing experiences hosted by local US institutions. International Economic and Social Research Fellowships

The Economic and Social Research Council (ESRC) and the Social Science Research Council welcomes applications for International Economic and Social Research Fellowships. The program provides opportunities for US and Canadian scholars to visit and engage in collaborative activities with members of ESRC-supported projects in Britain, or for British scholars at ESRC-supported projects to visit collaborators in the US or Canada, between July 2005 and September 2006. Approximately ten research fellowships of up to $7,500 will be awarded. Applicants from the US should have received a PhD in one of the social sciences (including history) by the time the proposed visiting fellowship would start. Deadline: Jun. 1.

Hydrogen Research Analysis

The Department of Transportation (DOT), Research, Innovation and Technology Administration, has a requirement for a Hydrogen Research Analysis, an assessment of available technical information to identify gaps in the DOT hydrogen safety program.

  • The assessment will review, understand, and analyze current hydrogen-related technologies and R&D both from government and industry, identify gaps or future technology needs that are currently not being addressed, and recommend appropriate solutions that will ensure the safety and reliable operations of hydrogen infrastructure for storage, distribution and delivery technologies for the near term (up to five years) and long term (up to 15 years) (Note: it is not required to deliver actual technology) and,
  • The assessment will also synthesize DOT requirements and identify gaps in technical information to aid the development of appropriate safety programs, government regulations, industry codes and consensus standards to ensure the safety of hydrogen infrastructure and delivery operations.

Technology for Agile Coherent Optical Transmission Architecture (TACOTA)

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals in the areas of coherent optical transmitter/receiver technology and phase preserving wideband nonlinear optical mixer technology in support of next generation tactical free-space optical communications. This development addresses the need for waveform, wavelength and symbol rate agile digital optical links providing increased capacity on demand, receiver sensitivity, link availability, and physical layer security. Proposed research should address novel transmitter/receiver and wavelength translation approaches for high-capacity coherent digital optical communications that enable revolutionary advances in science, devices or systems. Research Experiences for Teachers (RET): Supplements and Sites

The National Science Foundation (NSF) welcomes applications to the Research Experiences for Teachers (RET) program. The RET program supports the active involvement of K-12 teachers and community college faculty in engineering research in order to bring knowledge of engineering and technological innovation into their classrooms. This announcement features two mechanisms for support of in-service and pre-service K-12 teachers or community college faculty research: RET Supplements and RET Sites. RET Supplements may be included in proposals for new or renewal National Science Foundation (NSF) Directorate for Engineering (ENG) grants or as supplements to ongoing NSF/ENG funded projects.   • Characterization of Minimum Booster Size for Terrorist Explosive Devices Based on Ammonium Nitrate Fertilizer - 101. The objective of this topic is to design, construct, formulate, test, and analyze explosive devices based on the oxidizer ammonium nitrate with various booster sizes to determine their detonation behavior. Deliverables sought are a safety plan for handling explosive devices, and a technical report describing test methodology, experiments, results, and analysis to include pictures and video.
  • Characterization of Initiation Sensitivity for Large-Scale Terrorist Liquid Explosive Devices Based on Hydrogen Peroxide - 102. The objective of this topic is to design, construct, formulate, test, and analyze large-scale, liquid explosive devices based on hydrogen peroxide to determine the detonation and air blast characteristics.
  • Commercial Products Database - 201. The objective of this topic is to develop and demonstrate a platform for a searchable relational database of common household products that can be populated with text, graphics, data, and spectral profiles from five analytical methods.
  • Image and Schematic Comparison Software for Circuit Boards - 202. The objective of this topic is to develop a software tool that will probe a database of digital images (up to five megabyte images and schematics) and compare them for similarities.
  • Expert System for mtDNA Databasing - 203. The objective of this topic is to develop and evaluate an expert system for mitochondrial DNA (mtDNA) sequence analysis to determine whether it could assume the role of a second reader in mtDNA sequence analysis.
  • Determination of Quantitative Features for Friction Ridge Identification - 103. The objective of this topic is to test the many hypotheses associated with the minimum number of objective features in a latent print necessary for rendering identification to a scientific certainty. Deliverables sought are a technical report detailing the issues associated with a minimum point threshold, a quantitative model for identification, and results of examiner testing.
  • Assessment of Quality/Clarity of Friction Ridge Impressions - 104. The objective of this topic is to develop guidelines and metrics for describing quality/clarity of friction ridge impressions; to develop a system for implementing and testing objective measurements for assessing quality. This research will provide an objective, reproducible method for the assessment of latent print quality, which is an essential component for determining the suitability of a latent print for comparison.
  • Forensic Validation and Technology Transfer of Ricin Analysis Protocols - 105. The objective of this topic is to validate and transfer technology of common ricin analysis procedures to the FBI Laboratory. Several laboratories currently provide analytical support to the FBI in ricin cases. Five analytical techniques including ELISA, cell toxicity in vitro assays, time resolved fluorescence, 2D reducing gel electrophoresis, and mass spectrometry have been used to screen and characterize ricin samples. The success of the assays has been variable and sometimes conflicting. A series of tests designed to discover the causes and reconcile the differences in the results from these various analytical methods is needed. Deliverables sought are: a literature review of the five analytical techniques, a comprehensive technical report describing the performance comparisons of the five common ricin assays, and training for FBI Laboratory scientists.
  • Feasibility Assessment for a Canine Program to Assist Criminal Investigations - 106. The objective of this topic is to conduct an assessment of the requirements and costs associated with the development of a standardized human scent program using canines for trailing scents originating from living humans and for locating human remains to assist operational units with court admissible investigative lead information. The contractor will provide a comprehensive comparative analysis/report detailing the results of the study.
  • Evaluation of Whole Genome Single Cell Amplification - 107. The objective of this topic is to investigate the application of whole genome amplification (WGA) techniques to single sperm cells isolated from vaginal smears. Preparation of DNA from forensic samples is currently limited by the amount of sample available. WGA may improve the recovery of male DNA for short tandem repeat (STR) DNA marker typing when applied to sperm isolated from vaginal smears on microscope slides in rape and sexual assault cases.

AFRL/HEDR Research Proposals Solicitation

The Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/HEDR), solicits Research Proposals to provide research support to the Directed Energy Bioeffects Division. The AFRL/HEDR mission is to determine the health and safety of Air Force personnel exposed to radio frequency radiation, to conduct bioeffects research to determine the effects of emerging directed energy weapons, and to assist in the transitioning of directed energy technologies to the user. The scope of the proposed contract will cover conducting bioeffects research on directed energy and kinetic energy systems to assist in transitioning Department of Defense technologies. High Energy Laser Research and Development Presolicitation Notice

The Air Force Materiel Command's High Energy Laser-Joint Technology Office (HEL-JTO) intends to release a Broad Agency Announcement (BAA) in July 2005. This BAA will request applied research and development proposals for high energy laser technologies in beam control, chemical lasers, free electron lasers, solid state lasers, and advanced lasers. The HEL-JTO intends to issue multiple contracts arising from proposals received in response to this BAA. Anticipated award date is February 2006. Biometric Identification Targeting Exploitation (BITE)

US Special Operations Command (USSOCOM) has issued Broad Agency Announcement 05-01, Biometric Identification Targeting Exploitation (BITE). USSOCOM is soliciting proposals for BITE research focusing on the need for a portable capability to identify (in near real-time) personnel of interest when encountered. Substance Abuse Policy Research Program Grants

The Robert Wood Johnson Foundation invites applications for the Substance Abuse Policy Research Program. The program is designed to encourage experts in public health, law, political science, medicine, sociology, criminal justice, economics, psychology, and other behavioral and policy sciences to address issues related to substance abuse. Up to $3.5 million will be available in this round of funding. Projects supported through the program are expected to increase understanding of public and private policy interventions to prevent, treat, and reduce the harm caused by the use of tobacco, alcohol, and other drugs -- including the advantages, disadvantages, and potential impact of these policies. Deadline: Aug. 23.
