Policy & Procedure Updates


Funding agencies frequently publish updates to program policies. Duke administrative offices also issue changes in procedures and policy. A selection of pertinent policy and procedure update notices is given below.

National Institutes of Health
The National Institutes of Health (NIH) publishes interim grants policy changes through the issuance of NIH Guide Notices. A complete listing of recent notices is available in the NIH Guide for Grants and Contracts Funding Opportunities and Notices.

2008

  • Jan. 28. NIH Fiscal Policy for Grant Awards – FY 2008:
    - NIH implements FY 2008 Congressional action that provided NIH with $29.2 billions or 1 percent more than FY 2007 funding. Non-competing awards previously issued in FY 2008 at reduced levels will be revised to restore funds to previously budgeted levels

  • Jan. 15. NIH updates salary limitations information for NIH grant awards:
    - Effective Jan. 1, 2008, Executive Level I salary level was increased to $191,300 (the maximum direct salary that an individual may receive under a NIH grant).

  • Jan. 11. NIH announces Revised Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research:
    - NIH voluntary Public Access Policy (NOT-OD-05-022) is now mandatory. (All NIH-funded investigators must submit to the National Library of Medicine’s PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication

  • May 1. NIH Announces changes to eRA Commons, particularly the eSNAP function:
    - Measuring Effort Devoted to Projects
    - Delegation of PI Status Access to Assistant for electronic application review

  • April 13. NIH revised their standard Notice of Grant Award (NoA), changes to go into effect immediately (NOT-OD-07-060)
  • Mar. 14. Stipend and Other Budgetary Levels Effective for Fiscal Year 2007 (NOT-OD-07-057)
  • Feb. 22. NIH Fiscal Policy for Non-Competing Grant Awards (NOT-OD-07-049)
  • Feb. 22. Salary Caps - Salary Limitation on Grants, Cooperative Agreements, and Contracts (NOT-OD-07-051)

2006

  • Aug. 25. NIH Announces Requirement for Detailed (Non-Modular) Budget Submissions for All Competing Grant Applications from Foreign (Non-U.S.) Institutions (NOT-OD-06-096).
  • Mar. 16. Change in Time of Submission/Receipt of NIH Electronic Grant applications to Grants.gov (NOT-OD-06-050).
  • Feb. 7. Establishment of Multiple Principal Investigator Awards for the Support of Team Science Projects (NOT-OD-06-036).

National Science Foundation
The National Science Foundation (NSF) publishes proposal and award policy updates on the NSF Policy Office web page.

  • July 5. NSF issues a requirement on the Advisory webpage regarding margins, line spacing, and the use of designated fonts in NSF proposals, a significant change outlined in the new Proposal & Award Policies & Procedures Guide. NSF states that "proposals not in conformance with this guidance may be returned without review."
  • April 13. NSF announced their new Proposal & Award Policies & Procedures Guide (NSF 07-140) which is comprised of documents relating to the Foundation’s proposal and award process. The Guide consolidates two previous standalone NSF policy documents: the NSF Grant Proposal Guide (GPG) and the Grant Policy Manual (GPM) and combines them into a single electronic policy framework. The Proposal & Award Policies & Procedures Guide will be effective for proposals submitted on or after June 1, 2007. This document supercedes all prior versions of the GPG and GPM.

Office of Research Support
The Office of Research Support (ORS) publishes ORS News Notes to share information concerning proposal policy updates.

  • April 13 . Mandatory Use of the Sponsored Projects System
    New requirements from federal sponsors for effort and conflict of interest monitoring are converging to make it necessary for the Office of Research Support to gather a more complete set of information on all sponsored projects, both proposed and awarded. We gather and keep our data in the Sponsored Projects System (SPS) which has been in use at Duke since 1998. Until now, most of the data for campus proposals and awards has been entered into SPS by ORS staff in an abbreviated format.

    While this has been sufficient in the past it is no longer. As of
    July 1, 2007
    , campus departments will be required to use SPS to prepare and route for approval all proposals to all sponsors.

    There are benefits to be gained by departments from the use of SPS for proposal preparation. SPS holds all the University’s institutional data and business rules relevant to sponsored projects and connects to University enterprise data so that individual and departmental information consistently and automatically populates many of the required administrative parts of a proposal. Accurate budgets are easy to create because current fringe benefit rates and F&A rates are automatically calculated. Finally, SPS automatically routes completed proposals for all required approvals, eliminating the need for faxing or carrying proposals and Duke Proposal Approval forms around to collaborating departments for sign off.

    With the move to electronic submission via Grants.gov on the part of many federal sponsors, a number of campus departments have already made the transition to the use of SPS.
